After a hectic, crowded and very successful week long tour covering the four Southern States ,GS reaches back New Delhi on 27-09-2002 morning. Immediately on his arrival he is to meet Shri.J.K.Chabbra, Sr.DDG (Per),the Chairman Pay & Perks Committee to convey the decision of the Hyderabad Meeting.
The CHQ office bearers and Circle Secretaries of the Association met at Hyderabad on 25-09-2002 with representatives from all parts of the country actively participated in the deliberations The following important resolutions/decisions taken.

The meeting expressed the unanimous opinion that the action
that the action initiated by the management for filling up the vacant
STS posts by promoting SDEs to Adhoc DEs is far from satisfactory in
two counts

Circle forms Coordination Committee of Telecom Executives <?xml:namespace

Circle
Office Bearers of BSNL EA (I) and TEOA (I) met at Ernakulam on
14-09-2002 and decided to form the Coordination Committee of
Telecom Executives of Kerala Circle. Com.G.
N. Hariharan Nair Circle Secretary BSNL EA (I) as Chairman,
Com. K. Sebastian as Convener
Circle Secretary TEOA (I) and Com. Abdul
Rassac A.S. as Financial Secretary.
Body unanimously resolves to protest
against the proposed IDA pay
scales and urged the CHQs of both the Associations to work
out the modus-operandi of agitational
programmes to ensure the pay scales demanded by us.
The
meeting also decided to work as one body
in future programmes and actions. The meeting also decided to
direct the SSA office bearers to form Coordination
Committee of Telecom Executives at SSA level by 30th
Sep 2002 and also gear up for organisational actions and
agitational programmes to achieve the justified pay scales as
already demanded by the two Associations.
An
Association representing only
SDEs and DEs bargains (?) for one or two increments for
JTOs and remain silent on the shameful
proposed pay scales of SDEs/
Sr.SDEs/ DE !!!The simple fact remains that the proposals on fitment
formula (Part-B)
provides for a minimum net gain of Rs 2500/-.For 11
stages of the present JTO scales the proposed scales falls
short of Rs.2500/-. It is only a natural corollary of the
proposed fitment formula that appropriate increments are
to be made in the proposed JTO scales .Perhaps the leaders
who negotiated for increments on behalf of JTOs must have forgotten to
go through the proposals on fitment formula in Part-B.
High Power Committee under the Chairmanship of Chairman Telecom Commission has been constituted to work out the modalities and other details regarding merger of BSNL & MTNL. Other members of the committee are Member (Ser), Member (Fin), CMD BSNL, CMD MTNL.The Committee has been asked to submit its report with in a months time.
GS BSNL EA(I) and GS TEOA (I) called by Sr. DDG(P) , Chairman Pay and perks Committee to appraise about IDA pay scales , fitment formula and promotional avenues on 13-09-2002. Await details.............
GS BSNL EA(I) meet DDG(F) and Jt.DDG(F) on 12-09-2002 to sort out the pay protection to offg JAG under FR 35 from Adhoc DEs.
Local officiating to STS of ITS Grp 'A' --DOT amends its order No.11/3/200-STG.I dated 19-06-2000 and 12/06/2001 as per instructions from DOP&T on the subject-The local officiating promotion to STS of ITS GrpA shall be by the method of seniority-cum-fitness. The Screening committee should assess the ACRs for the last five years in respect of eligible officers .Since the promotion is by seniority-cum-fitness method ,an officer can be assessed either fit for promotion or unfit. Unless there is an adverse entry or any other factor impinging on the assessment, the officer shall be graded as fit for promotion
BSNL ORDER : Posting on promotion of officers of TES Group'B' to STS of ITS Group'A' of on ad-hoc basis (1)Seniority wise ................. (2) Circle wise....................
Pay protection to JAG - Following the letter dated 02-09-200 from GS BSNL EA (I), Dir (Fin) conducts emergency meeting with our GS on 04-09-2002. He assured GS positive disposal of JAG pay protection within a short time.
BSNL EA(I) Gujarat Circle representatives met CMD at Ahmedabad on 04-09-2002. He told them Chabbra Committee on pay and perks will sumbit their report by 1st Oct 2002.
Kerala Circle BSNLEA (I) News: First coordination Committee of BSNL EA(I) and TEOA(I) in India formed at Ernakulam of Kerala Circle. Circles/SSAs to follow suit.
Adequate
compensation for six day working demanded by BSNL EA(I)................ JAG
offg. pay protection held up in finance protested by GS.
BSNL Admn. agreed to do the needful. Pay
scales for Executives to be revealed after discussion in the
BSNL Board of Directors -expected next week.
All
Circle Secretaries/Office bearers at various levels/activists of
the Association are appealed to maintain extraordinary
organizational preparedness to encounter any challenge in respect
of realizing our basic demand of IDA pay scales of E2/E3/E4/E5 for
JTOs/SDEs/Sr.SDEs/DEs etc. Our understanding is that BSNL
management is not prepared to concede our demand of above stated
IDA pay scales. It is reliably learnt that BSNL management is
considering intermediate scales which are totally unacceptable to
us. Maintain unity, solidarity and organizational alertness of the

Chhabra
Committee to
disclose IDA Pay Scales and fitment formula with in a couple
of days - GS met Chairman
, Pay and Perks Committee on 20th Aug 2002 who
assured him that IDA pay scales and fitment formula for the
Executives will be disclosed in a couple of days. A major
victory for the Association which fought from the
very beginning for an honorable
and immediate entry in to the BSNL.
Central
Working Committee of BSNL EA (I) met at Mumbai on 12th
& 13th August 2002
A
defeated, frustrated and crest-fallen TESA, continues their game of
misleading the members by spreading false propaganda. Do
not get confused by the untruth spread by TESA. The
law of the land declares unequivocally that absorption is to be
processed only after announcement of pay-scale,
fitment formula, and promotional avenues for the Executives
in BSNL within 8 weeks from the date of receipt of the judgment.
This is applicable to even those who have submitted the option
papers.

protection to JAG ( FR-35) officers- GS Com. G.L.Jogi meets CMD today
31-07-02. CMD asked Dir(Fin) to speak. BSNL EAs demand expected to be
cleared shortly. Ø
Norm
based STS posts for several circles including KRL,TN,AP- to be cleared
with in two weeks-Agreement with BSNL EA(talks on 18th
& 19th of July 2002) to be honoured fully. Ø
Revision
of seniority of SC/ST officers according to the Constitutional
amendment in Parliament at the instance of the then MOC Shri.Ram Vilas
Paswan finalized. Revised list to be issued with in a day or two

Circle request transfers to SDEs. GS demands immediate intervention in
the matter Settle
the issue of creation of justified S.T.S posts in respect of TN,
Kerala, A.P, etc. Intervention
requested to render justice to SDEs of H.P Circle.
Administration invites GS for further discussion on
04-07-2002 1.
Norms for STS post sanctioning in Transmission Mtce of Telecom
Regions.Draft order approved by Dir (HRD), BSNL by the concurrence
of CMD. Former orders will be issued latest by 08-07-2002.
2.Sanctioning of STS posts in Telecom Circles.STS posts on
added assets to Telecom circles of KR,TN, AP,GJT,PJB,HR. Sanction
being issued shortly. Pay
protection to Offtg. JAG officers from Adhoc DEs is in an advanced
stage. DPC
for JTS posts by UPSC. The
list will be for 378 SDEs out of which 146 will be retired hands.Order
is expected by middle of this month. Agitational
Programmes Pay
fixation for officiating JAG Officers promoted from Adhoc DEs
(under Rule 35)- Dir (HRD) clears the proposals and the file
routed to DIR (F) for his clearance.
