Details of the Meeting with Administrationon 11-09-2002

 

The Circle Secretary Com.G.N. Hariharan Nair along with Circle President Com.K.D.Sebastian, ACS  Com.N.A.Abraham and TV district Treasurer Com.Sivaprasad P.Pillai held discussions with the Circle Administration on 11-09-2002 on the following subjects.

 

1.Filling up of vacant JAG posts

          As promised in our meeting on 02-09-2002 with CGMT, the JAG posts have been clearly identified. All the vacant posts will be filled up immediately. Orders are likely to come out with in a day or two.

 

2. Officiating promotion of SDEs as DEs

          The Assn remained the Admn. of the acute stagnation of the SDE cadre and pointed out that Kerala Circle lagging behind other circles in this matter. The Assn. also asked the Admn. to clear the STS of the ’73 recruits without any further delay.

The Admn. stated that the non-availability of cable resulting in reduction of around 67 man month posts created against cable construction was a great hitch. The Assn. promised all assistance at CHQ level to get the norm based STS posts sanctioned for the year 2000-01 & 2001-02.

The Admn. welcomed the suggestion and also informed that the alphabetical corrections for the posts for 2000-01 has already been carried out and forwarded to the BSNL Corporate Office. The Assn intimated that it was aware of the same and is persuing this case at our CHQ level. Similarly the proposal for the STS posts for 2001-02 is also receiving careful attention at the CHQ.

The Admn. promised to fill up all the vacancies with minimum delay for DPC etc. as soon as the sanction is received with a view to clear the ’73 batch rects.

 

3.Creation of posts for the Transmission Mtce. Installation posts for STM-16,ADM-16, and WLL Construction/Mtce etc.

          Even though the Admn. remarked that 67 posts were reduced due to the non-availability of cables the Assn pointed that posts for the Installation of STM-16, ADM-16 etc. were not so far been considered positively even though the present norms clearly provided for the same.

The Admn. explained the efforts taken in this matter, which could not be finalised at the Circle level. However the Admn agreed to present the case to the Corporate Office for concurrence /approval.

 

 

4.Issuing orders for senior SDE posts.

          The Assn presented the case of the SDEs completing 12 years of regular service who have not yet been elevated the Sr.SDE rank.

Admn. agreed to start the process immediately and complete the same at the earliest. On the spot instructions issued to the concerned officer.

5. Case of Adhoc DEs not given Sr.SDE posts.

          The Assn. pointed out that a few of our members were denied Sr.SDE posting on the plea that they were promoted to Adhoc DEs before completion of 12 years of regular service as SDEs.

The Admn. agreed that by denying them their eligible Sr.SDE posting they continued to be in the substantive scale of SDEs even after completing the required 12 years which is a gross injustice. The Admn agreed to write a DO letter to BSNL CO immediately to get clearance. Assn will be persuing the case for this through our CHQ.

                   The meeting was conducted in a very cordial and harmonious atmosphere with the Admn. extending warm and positive response to the issues presented by the Assn.
