The United Forum for BSNL Executives (comprising of SNEA(I) and AIBSNLEA ) serves notice on BSNL Management to implement the already settled issues on Promotion Policy etc. Comrades organise get ready and launch the offensive to shake the sleeping BSNL Management out of slumber. 18th   Jan 2005DPC for promotion of SDEs to Adhoc DEs inordinately delayed due to non receipt of ACRs from T&D Circle, NTP & NETF. Circle Secretaries to act immediately.

17th   Jan 2005Ground getting cleared on Joint action on Promotion Policy etc. The drafting of notices is in final stages. Get ready for united action by all Executives.

17th   Jan 2005Consequent on the Trade Union action served by the Association and notice for further intensification  Circle Management invited the Association for discussion and conciliatory talks on 17-01-2005.CGMT, GM (Finance) and GM (TS) represented the Management side. Circle President Com.K.D.Sebastian, Circle Secretary Com.K.Sebastin, Asst.Circle Serceatry Com.Narendra Kumar and CWC Member Com.N.A.Abraham represented the Association. The discussions and decisions on the various demands raised by us are as follows.

1.Option to continue in CDA scale till next promotion. Our demand was accepted in full. It was decided to implement the fixation as is done in the Corporate Office.    A copy of which was give by the Association.

2.Temporary advance. (i) As demanded by the Association 30 days will be counted only from the date of encashment of cheque to date of submission to the controlling officer. (ii) Second advance will be given after the expiry of 15 days of the first advance to meet the expenditure without any gap. (iii) Electricity bills will be paid in advance annually from the SSA office on supply of details from the field units. (iv) Circle and SSA Management will explore the possibility of Oil Companies supplying Diesel so that payment of the same can be made on a monthly basis from SSA. (v) Association rightly pointed out if at all penal interest is to be charged (as per Corporate Office letter ) it should be on the balance amount after expenditure. Administration promised to get clarification. GM (Finance) pointed out that Circle Office has received the confirmation in writing that the penal interest is 10% per day (ie. 3650% per annum). OUR CHQ is fighting for justice.

(3) EPF . The case has been seriously considered by the Circle Management and pursued personally by the GM (Finance) with Corporate Office. Management assured that the Contributory payment will be paid with retrospective effect when finalised by the Corporate Office.

(4) AMC of switches , CDR outsourcing, NetOne etc. The Association very strongly contended with facts and figures that such out sourcing will heavily deplete the finances of BSNL and at the time give rise to vital confidential information being leaked out to contracting agencies who can manipulate and make over the crucial data to Private Service Providers. Circle Management appreciated our views and promised our views will be communicated to the Corporate Office which originated and finalised the tender. The Association  declared that it would resist the move in all possible forms.

The Management has assured that the required orders will be issued within two days. Since the demands raised by us have been settled favourably the Association is deferring the agitation for one week. After receiving the order in writing the Association will decide on the withdrawal of the Trade Union Actions.

17th   Jan 2005Association takes very serious view on the move by the Management to outsourcing various jobs handled by the Engineers of BSNL severely denting the finances of BSNL. GS meets CMD BSNL and informs him that the Association will resist the move by all types of actions including picketing. CMD promised appropriate action. Circle Secretaries may ensure that severe protest and if necessary picketing may be organised to stall the move. Letter addressed by GS in this regard. >>>>>>

17th   Jan 2005GS addresses Telecom Commission protesting against the reversion of 1966 SDEs promoted in 1998 DPC. He points out conclusive arguments against the totally unjustified reversion. >>>>>>>>>>>

17th   Jan 2005Association demands 12% + 1.61% on actual IDA + Basic for EPF contribution by BSNL for JTOs/ JAOs on par with the facility presently enjoyed by the CMD, Board of Directors and Company Secretary. Letter addressed by GS to Director (HRD). >>>>>>

All the clarification are very clearly and unambiguously in favour of our members promoted regularly, laterally or under ACP Order No.1-5/2004-PAT (BSNL)/Pt dated 11-01-2005.>>>>>

10th   Jan 2005KERALA NEWSFurther programme of Trade Union actions - CEC MEETING OF SNEA(I), KERALA CIRCLE DECIDES TO INTENSIFY THE TRADE UNION ACTIONS.

1.Mass Dharna in front of CGMT office on 19th January, 2005 from 1000 hrs to 1700 hrs

2.Mass Dharna on 1st February, 2005 in front of CGMT’s office / all SSA headquarters in the Circle.

3.Boycott of Temporary Advance and indefinite total non-co-operation w.e.f.1st February, 2005.

4.Payment of bills by the field units will be done on the January temporary Advance only. All bills received thereafter will be passed and forwarded to PGM/ GM’s offices for making payment. The Association or its members will not in any way be responsible for any eventualities arising out of these actions.

Additional demands placed by the Association....

1.To implement the Hon. MOC’s direction regarding the transfer of long standing SAG officers in the Circle.

2. To abstain from all types of AMCs particularly those of switches, CDR outsourcing and all jobs carried out by the members of the executive community considering the huge and unwanted financial losses to the BSNL by such arrangements.

7th   Jan 2005Discussion between the CHQ office bearers of SNEA and AIBSNLEA to explore the possibility of a joint notice and combined Trade Union action plan takes place at New Delhi on 06-01-2005. They will meet once again on 10-01-2005 during which a final decision is likely to emerge.

CGM STR / STP RESPONDED POSITIVELY TO OUR DEMANDS AFTER THE SAVINGRAM CAMPAIGN ITSELF.
ITEM. 1: BOTH THE CGMs AGREED TO IMPLEMENT CDA OPTION..
ITEM. 2: REGARDING EPF RECOVERY, CGM STR & STP EXPRESSED POSITIVE SENTIMENTS. HOWEVER THE EXISTING EPF RULE PARA 26 A(2) WHICH STATES THAT "IF THE EMOLUMENTS (BASIC + DA) OF AN EMPLOYEE EXCEEDS RS. 6500/- THE EMPLOYER'S CONTRIBUTION SHALL BE LIMITED TO 13.61% OF RS.6500/-" IS CONTRARY TO THE BSNL ORDER DATED 20/06/2003. IN THIS CONNECTION THEY HAD ALREADY WRITTEN TO THE BSNL CO ON 19TH DEC: 2004 FOR SEEKING FURTHER GUIDANCE.
FURTHER TU ACTIONS IN RESPECT ON CGM STR & STP, CHENNAI ARE THEREFORE DEFERRED...
HOWEVER THE
TU ACTIONS IN RESPECT OF CGM, KERALA WILL CONTINUE DUE TO LACK OF REQUIRED ACTION FROM THEIR PART....

3rd   Jan 2005DPC for promotion of SDEs to Adhoc DEs inordinately delayed due to non receipt of ACRs from Andhra Pradesh, UP (E), Uttaranchal and Madhya Pradesh Circles. Circle Secretaries have to act positively if promotion of members is not to be delayed further due to the lapse of just four  Circles.

3rd   Jan 2005Supreme Court directs M/s Reliance to pay Rs.84 Crores to BSNL within one week.
