GS talks to Director (Finance) regarding the option to continue in CDA scale until promotion /retirement. Director (F) assures to sort out ambiguities raised in this connection soon. Discussion were also held on post creation in STS. The files are being cleared for all pending cases,. The Director also allayed apprehension that 30% cut will be imposed on norm based post in the previous years. He confirmed that the cut will be imposed only prospectively. |

GS holds detailed discussion with Sr.DDG (Per) on the new order in respect of officiating/ looking after arrangement. The Association expressed its strong resentment and asked the Management to take the order back. Sr.DDG (Per) requested the Association to submit its views on the matter for further appropriate action. This will be submitted shortly and further follow up done. GS also pointed out that in respect of promotion of JTOs to SDEs, CR need not be sent to BSNL HQrs. - it should be carried out based on the screening report submitted by circles. SNEA condemns to the highest degree the order dated 15/04/2004(BSNL Order No.19-27/2002-L&A (Pt) dated 15thApr2004>>>) denying eligible benefits to the officiating officers. The Association is determined to fight it to the last. Management has totally failed in conducting DPCs at the prescribed and desired time leaving the regular vacancies unfilled without duly promoting the eligible officers. The members will not be allowed to suffer for the lapse of the Management. |
A grand meeting in connection with the CEC of Haryana Circle at Rohtak with heavy attendance addressed by General Secretary Com.G.L.Jogi, Sr.DDG (Per) Shri.N.D.Grover. Sr.DDG(Per)Shri.N.D.Grover elaborated the efforts taken by the Association particularly the GS Com.G.L.Jogi in highlighting before the Management aspects like direct promotion of SDEs to DEs, Time Bound Promotion etc. He said that the well thought out policies of SNEA is under positive consideration by the Management. |

Association representatives led by General Secretary meet Sr.DDG (PW) Shri.A.K.Gupta and discuss major problems faced by Civil wing. (1) Notional date of fixation from 1-10-2000. GS addresses Director (HRD)/BSNL on Finalization of policy of Time Bound Promotions IN BSNL. Salient features are (A) First T.B.P from JTO scale to SDE scale after 4 years. Three years is the minimum qualifying service required for promotion from JTO to TES Gr B in accordance to the provisions of TES Gr B rectt. rules. (B) From SDE to STS scale after 6 years. Six years is the minimum qualifying service required for promotion from TES G r B to STS according to DOP & Trg orders. (C) From STS to JAG after 5 years. (D) From JAG to SG/JAG after 5 years.>>>>> |
The Association interacts with the DDG (Est.) on creation of Grp'A' posts. The DDG (E) intimates that consequent upon the pressure created by the Association the Management Committee of BSNL decides t all Grp'A' posts . However 30% cut will be imposed. With this all the hurdles created in the creation of norm based Grp'A' posts are cleared. |

Presidential orders in respect of Civil wing expected to be issued today. Ever since returned from Ludhiana we have been persistently and tirelessly working to see that POs for absorption in respect of the Civil wing is issued. In the process we have interacted with Member (Production), Advisor (Production) and other Senior Officers and created compulsion on them to see that the POs are issued expeditiously. We are particularly happy today because we have able to win the cause of the Civil wing. |
The posting orders in respect of JTOs promoted to SDEs in the Competitive quota is being persued by the Association and expected to be released with in a week. The delay has been due to non receipt of special reports from a few Circles most of which we have been able to obtain to expedite the issuance of the posting orders. |
SNEA(I) will be the first Executives' Association to get recognition in BSNL . Orders likely in a day. |
GS speak to Shri.S.N.Bakshi, PS to the Hon.Minister of Heavy Industries & Public Enterprises Shri. Subodh Mohate on the clearance of pending IDA payscales of Accounts & Finance Officers from the DPE. He will further meet the PS Shri.S.N.Bakshi and Secretary Heavy Industries & Public Enterprises Shri. Naresh Narad tomorrow (on 02-04-2004) to persue the issue further. Simultaneously the Association is creating pressure on the BSNL management to fix the corresponding IDA payscales and grant it immediately subject to the clearance from DPE. The Gs held discussion with Director (HRD) and other senior officers in this connection. |
STS posts of Kerala and Punjab have been cleared by and large by BSNL Finance after imposing certain cuts. The cases of other Circles are being handled by BSNL Finance at present - Tamilnadu , Uttaranchal etc. leads the list of Circles under process. Definite action taken by the Association paves the way for a change in attitude of the BSNL Finance. |

Reversion of officiating STS/JAG stalled. Circle leaders impressed upon the CGM the impact and after effect of the reversion of any kind in the circle which is already lagging behind other Circles in Officiating promotions. The CGM was very considerate and positive and directed DGM (Admn) on the spot to stall the reversion process and examine all types of man month posts that can be sanctioned. The case of number of systems STM 16, STM 4, ADM 16, ADM 4 etc. was brought to the notice of CGM and CGM agreed on the spot that all man month posts pending on this account will be sanctioned based on the standards available for STM 4. During the meeting CGM spoke to Director (Finance) Shri. S.D.Saxena over the Phone and he agreed to clear the Kerala files already available with him . Our CHQ is exerting further pressure to release the sanction without delay. |

The advisor informed our GS that he has already ( after our meeting with Member (Production) & him on 23/03/2004) started expeditious action to get the vigilance clearance. |

SNEA demands payment of Rs.800/- towards Transport Allowance to all Grp'B' officers on absorption in the IDA payscale citing the payment made to the highest non-executive cadre. |
The case taken by our Association for allowing option to retain CDA pay scales till next promotion has been accorded in the PO itself. This has been further clarified by our GS - and text of the relevant order is reproduced below. The POs issued for permanent absorption contain instructions regarding regulation of pay on absorption- " pay will be regulated in terms of Para 4 of DOP& PW OM No.4/18/87-P&PW (D) dated 05/07/1989" which reads thus "The Public Sector Undertaking/ Autonomous body will formulate the terms and conditions of service in the new body at the earliest possible date. The Employees will however have an option to retain their Government pay scales till their next promotion or retirement whichever is earlier or to come over to the service conditions of the PSU / Autonomous body. However until the exercise of option they will be continued to be governed by the pay scales, leave entitlements and terminal benefits under the Government." Members find it beneficial to exercise such option may do so immediately. All Circle Secretaries to bring this order to the notice of the Accounts & Finance authorities of their Circle for implementation of the said order in respect of the optees. This is likely to benefit thousands of officers belonging to Telecom, Civil/Electrical and , Accounts & Finance wings. |
GS meets Member (Production) and taken up the case of unwanted delay in issue of POs for absorption of Civil Wing. The Member agreed that immediate speedy steps will be taken in this regard. He also directed the new Advisor (Production) Sh.S.L.Winston to oversee the process personally so as to implement it immediately. |
GS meets Member (Services) and discussed with him the absorption process for officers against whom disciplinary/ vigilance cases are pending/ contemplated. The Member agreed to consider the case very positively on the convincing arguments placed by GS to . He also asked the GS to submit a letter in this regard so that the case can be processed further. |
