News24th SepIntense pressure created by our Association to withdraw the appeal on the Judgment dated 19-08-1999 in OA No.193/99 of Hon'ble CAT Principal Bench New Delhi has yielded result. DOT as agreed with our Association issues order for withdrawal of appeal and implement the Court judgment. This benefits around 4000 to 5000 TTAs country wide. They will now get their promotion to JTOs under 35% Qualifying Screening Test Quota considering their total length of service in Group 'C' ( not particularly TTA service) as six years. News23rd SepGS meets Sr.DDG (Per), DDG (SR), DDG (Restructuring) on 23-09-2003 to discuss various issues relating to absorption particularly absorption of adhoc STS officers in STS grade itself with point to point fixation and promotion of SDEs directly to DEs etc.

News22nd SepBonus / Exgratia have been ordered to be paid to the Non-Executives / Officers of BSNL as per the decision arrived at in the negotiation with the Chief Labour Commissioner (Central) by the Non-Executives' Unions and SNEA(I) on 19th Sept 2003. The Exgratia to Grp 'A' and 'B' Officers has been a direct result of the notice and interactions of the GS SNEA (I) in various forums including that with the BSNL Management on 18-09-2003 and with the Chief Labour Commissioner (Central) on 19-09-2003. No other Officer/ Executive Associations were involved in the process at any stage. Summary of the order is  (1) for the non-executives the incentive will be equivalent to 3/4 of the months' Basic pay at the minimum of their respective pay scale subject to a minimum of Rs.4500/- and maximum of Rs.6428/- (2) for the Group 'A' and 'B' officers, the incentive will be equivalent to 3/4 of the months' Basic pay at the minimum of their respective pay scale subject to a minimum of Rs.6428/- and maximum of Rs.7500/- (3) For the Causal Labourers with  temporary status the maximum incentive  is limited to Rs.2880/- with terms and conditions as in last year payment. News19th SepMinutes of the Conciliation proceedings held before CLC (C) on 19-09-2003 - settlement of Bonus issue. >>>>
News19th Sep75% of adhoc Bonus amount paid last year to be paid to employees.

Discussions were held with Chief Labour Commissioner by the Employees Unions and SNEA(I) lasting three Hours. Major and elaborate discussions were held on the pension issue, financial viability of BSNL and Bonus issue. The unions / Association leaders emphasised that crucial issues related to financial viability of BSNL and pension issues concerned them much more than the present Bonus issue. They wanted an agreement to be thrashed out with the Government that full pension as per Rule 37-A and the financial viability of BSNL have to be concretely assured by the Govt. Accordingly the meeting decided to hold discussions in the presence of the Chief Labour Commissioner and in consultation with the Ministry of Finance regarding these two vital issues with far reaching consequences on 6th Oct 2003. With these assurances the Union/ Association leaders agreed to settle with 75% of the bonus amount paid last year. Accordingly the strike slated for 23rd Sept 2003 has been deferred and to be resumed if necessary based on the outcome of the 6th Oct 2003 negotiations. Amount of exgratia to the Executives will be on the same lines.

Com G.L.Jogi GS SNEA(I) was the only representative belonging to the Officer cadre  partaken in the discussions.

Draft agreement expected by 4.00 pm today (19/09/2003). Kindly await its publication.

News19th SepThe 'wise man' who calls himself 'know-all' and calls others ignorant happily announced new year gift of pension without any problem on 06-01-2003 little did he know that DOT  U.O. No.1-45/2001-B(Pt) dated 6-03-2002 informs that Finance Ministry indicated in the DFG (Demand For Grant ) for 2002-03 that BSNL would bear the entire pension liability in respect of employees at present working in BSNL as well as existing pensioners who worked in DOT / DTS/ DTO ( Please see Para 5 of  brief submitted by BSNL Management  to CLC (C) on 19-09-2003). Believe only the 'know-all' because he is so 'transparent'.

News18th SepGS held a very detailed discussion  lasting over one and half hours on 18-09-2003 with Sr.DDG (Per) on (1) Time bound promotion  of SDE directly to DE.  (2) Span of time bound promotion for each cadre beginning from JTO to JAG (should be defined immediately within the accepted policy of 4-6 years and this time bound promotion policy has to be in accordance to the stipulated guidelines of D.O.P&T i.e time bound promotion has to take place to the next promotional scale only and not in any other intermediate scale) (3) Absorption of Adhoc STS officers in STS scale itself with application of Rule 7. (4)Service weightage to service rendered in DOT/DTS.  Sr.DDG (Per) generally concurred with our views and ask us to submit a detailed note on these items at the earliest.

News18th SepDuring the discussion with the Unions on the Bonus issue today, the BSNL Management agreed to raise the total Bonus Amount from Rupees 33 Crores  to Rupees 130 Crores which is far below the expectations. Unions rejected this offer. The meeting scheduled with the Central Labour Commissioner will take place tomorrow (ie.on19-09-2003).    Com. G.L Jogi our GS was also present in the above discussions.

News16th SepThe talks on Bonus issue in BSNL held by the Central Labour Commissioner with the Management and the Trade Unions will resume on 19th Sep 2003.

News16th SepA great victory for the PSU employees particularly the Telecom Engineers and Employees who always resisted Corporatisation  and disinvestment and utter defeat for the propagandists of  Corporatisation led by GS TESA- Supreme Court strikes down the decision of the Government for the disinvestment of Public Sector Oil Companies. SC rules that PSUs constituted by an enactment of Parliament can be disinvested for privatisation only in Parliament. The case has been filed in the Supreme Court by a decision taken in the meeting of the Coordination Committee of PSU Associations led by Shri. Ashok Rao  including TEOA & BSNL EA  on 15 th and 16th Feb 2003 at Mumbai.

News14th SepCHQ Office bearers meeting at Hyderabad on 14th Sep 2003 unanimously decides to fight with out compromise the issues of  (1) Maximum percentage of  weightage for the service rendered in DOT/DTS. (2) Absorption of adhoc STS officers in STS grade itself with point to point fixation. (3) Promotion formula with particular reference to promotion of SDE directly to DE without going through the interim Sr.SDE grade.  A unanimous resolution was passed to these effects. Protection for pay anomaly incurred by officers due to the absorption in STS grade without going through the substantive grade will be  sought for by the Association by invoking the provisions of  R.P.Rule.

News 11th SepGS Com.G.L.Jogi, MTNL EA GS Com.V.K. Tomar, AGS Com Sukbir Singh hold elaborate discussions with Advisor (HRD), DOT on absorption of Adhoc STS officers in STS grade itself. The leaders informed the Adv that the Association would be compelled to resort to drastic action if this justified demand is not met by the Admn. The Adv concurred with the views of  the Assn that the adhoc STS officers are to be absorbed in the replacement scale of 10000-15200. He further promised that he would hold discussions with the Finance people next week and get the matter settled . The Assn also took up the matter of absorption of JTOs in MTNL or BSNL or DOT for which no provision has been made at present. ( At present JTOs in MTNL can opt only for MTNL or DOT and not BSNL. Similarly JTOs in BSNL can opt only for BSNL or DOT and not MTNL). Adv promised positive action in this issue also.

The people with no following in MTNL and who agreed for 8 to12 years for promotion in BSNL will definitely come out with claims to conceal their total inefficiency. Please ignore them. News 2 nd SepGS WRITES TO DDG (P) DOT TO EXPEDITE THE PROCESS FOR CONDUCTING DPC FOR PROMOTION OF JTOs TO SDEs >>>>
News 2 nd SepGS holds discussion with CMD BSNL for over 30 minutes on 2-09-2003.Promotion policy of BSNL issued without any change from the previously announced four to six years policy. Efforts of our Association has foiled attempts by certain quarters to raise the residency period for promotion to 12 years. Orders for absorption of executives in BSNL issued vide letter No. BSNL/11/SR/2003 dated 2nd Sept 2003 . The orders includes IDA payscales, fitment formula and Time bound promotion policy exactly as agreed during the negotiation held with Executives Negotiating Council  on 29th Oct 2002 as a settlement of our historic agitation . The last date of exercising option is 20th Oct 2003. The orders have been issued in compliance of the Principal Bench CAT New Delhi judgement dated 6th Aug 2002.directing the authorities to include IDA payscales, fitment formula and promotional policy along with the option form.

News 1st SepOur GS Com.G.L.Jogi held discussions with Sr.DDG(Per), DDG(SR) BSNL on 1stSept ,2003 on the promotion policy of Executives in BSNL. The GS informed them that any change in the already declared promotion policy would be met with stiffest resistance. Sr.DDG(Per) categorically assured us that there would be no change in the declared promotion policy and he would met CMD BSNL to get it cleared immediately.

News 1st SepDiscussions were also held on absorption of adhoc STS in STS grade itself. GS conveyed the strong resentment of the Association in absorption of adhoc DEs as Sr.SDEs. Sr.DDG(Per) promised to examine the matter further and discuss with our GS tomorrow.

News 29th AugDOT issues orders vide letter No. 400-23/2003-STG(II) dated 29/08/03 to absorb Grp'B' officers in BSNL and MTNL with effect  from 1/10/2000 in their substantive grade against the vacancies available as on 30/09/2000.  The process is to start from 5th Sept 2003.  The promotional policy is understood to be left to the discretion and decision of the respective companies.  The period for exercising option is 45 days as already reported by us. We congratulate each one of our members, all 32000 of them, who stood behind the CHQ like a solid rock with rare determination, untold courage and firm conviction to fight to the last to establish our right. Each one of you held out bravely and firmly against people spreading malicious propaganda, advocating blind folded absorption. You remember, they said that if you fight for your rights :-

v  Date of effect of absorption will be postponed from 1-10-2000.

v  Payscales can be finalised only on comparable terms with Grp.C & D. Hence anything other than unconditional surrender will only delay absorption. 

v  Terms and conditions will improve even if you accept blind folded absorption. Resistance will not have any effect

v  Only those who are signing on the dotted lines of the absorption letter before 28-02-02 will be considered for absorption in BSNL

v  Only the signatories of absorption before 28-02-02   will be and should be paid adhoc payment of Rs.2000 pm with arrears.

v  Those who are not signing on the dotted lines of the absorption letter before 28-02-02 will be despatched to the surplus pool for retrenchment after one year

 and in recent times stated that

Ø   BSNL on its own should start the absorption process without even getting the authorisation from the cadre controlling authority the DOT

Ø   They have demanded the Chairman Telecom Commission on 27-08-2003 to publish the list of MTNL optees in the website immediately. Please remember our demand was for simultaneous absorption of Executives in MTNL& BSNL

Ø   In their discussion with Chairman Telecom Commission on 27-08-2003 the promotion policy was going to be revised to a residency period of 12 years and agreed with the Chairman Telecom Commission to convince their members to concede the residency period to 8 years in the name of financial viability of BSNL.

Ø   Even though the chairman TC called on him at his Residence Telephone (?) in the evening of 29thAugust 2003 (at the same time at which the absorption orders were issued by the DOT) no word was spoken to him by the Chairman TC on the imminent/already issued absorption orders for which he and the CCC had served notice based on which hundreds of letters, FAX and Telegrams were claimed to be received by Chairman TC.

News 29th AugThe issue of Latur takes a new turn. Intense pressure created by us by taking up the case with the Hon.Minister of Commn&IT and meeting his PS has compelled the Admn. to direct the hostile GM Latur to proceed on leave immediately. The transfer orders are also expected very shortly.
News 29th Aug GS addresses large congregation of SNEA members at Varanasi on 30-08-2003.

News 28th AugGS Com G.l.Jogi, GS MTNL EA Com V.K.Tomar and AGS Com.Sukbir Singh held elaborate discussions with Adv(HRD) DOT on 28.08.02 lasting over 90 minutes from 1630 hrs.  In the light of the discussions already held with the Chairman TC,  the Adv.HRD could be convinced that that no change in promotional policy would be acceptable to us.  Adv.HRD agreed with our contention and categorically assured us that there would be no change in the promotional policy recommended by the BSNL.

 The Adv.HRD also promised that the absorption process would begin immediately after finalising the grey areas.  The period for exercising option once the process is floated would be 45 days.

 The promotion policy in BSNL which was on the verge of damage and collapse due to mishandling and misrepresentation of the issue by certain people has been redeemed by our timely intervention with the Chairman TC.  This has also passed the way for immediate floating of the absorption process.

News 28th AugGS Com.G.L.Jogi, MTNLEA GS Com.V.K.Tomar and AGS Com.Sukbir Singh held detailed discussion with Chairman Telecom Commission at 1.30 p.m. on 28-08-2003. Member (Technology) Sh.P.P.Ramachandran was also present. Discussion mainly centered around absorption issues particularly Time Bound Promotion. Chairman TC was very much appreciative  of the view on Time Bound Promotion presented by us. He responded in a very positive manner and promised us to take a fresh look at the whole issue with the considerative approach. He was also convinced that the Time Bound Promotion already declared by the BSNL on 13thSept 2002 was justified and reasonable when we pointed out arguments and reasons in support of it. During the meeting he never hinted at any tightening of the promotion policy declared ( neither the 8 year or the 12 year story published in some other websites). He was totally appreciative of the requirement of promotional avenues for our cadres. His only concern was the financial viability of BSNL. We were able to convince the Chairman that the Time Bound Promotion policy was not going to stand in the way of the financial viability of BSNL but there are other factors which need to be looked into and set right. At the end of the fruitful discussions the Chairman advised us to meet Advisor (HRD) in this connection. Similarly the story about the change of date of effect of absorption in MTNL is totally fabricated and false. The date of effect of absorption in MTNL will be 1-10-2000 only as already agreed with our Association. However this may not be taken as a signal for complacency. Members are requested to maintain alert since we will have to agitate if required to ensure that the promotional policy is not diluted.
