31st   May 2004The administration informed our GS that fullscale preparations are underway for promotion of JTOs to SDEs and SDEs to DEs. It also promised that expeditious action will be commencing in this direction.

28th   May 2004GS discusses further the issue of local officiating orders with Sr.DDG (Per). The Sr. DDG (Per) agreed to incorporate by and large all our views on the subject so as to effect a revision of recent orders.

28th   May 2004GS meets DDG (IR) Shri.Pathak and request him to release the results of the provisional candidates (ASTTs of Kerala and Orissa Circles) of 25% competitive quota . DDG promised that he would make arrangements to release the results in the absence of the concerned ADG with in two days.

27th   May 2004GS SNEA(I) Com.G.L.Jogi, GS MTNL EA Com.V.K.Tomar and Circle Secretary SNEA (I) MTNL Mumbai Com.Prasad meet the the Hon.Minister of Communication & IT Thiru Dayanidhi Maran on 27-05-2004 and exchange views on the Telecom Policy with particular reference to the favour being doled out to Private Operators. The Minister appreciated our views and promised to talk to us in detail on a later date.

27th   May 2004GS welcomes the new Minister of Communication & IT Thiru Dayanidhi Maran and extend full cooperation to him. The GS also highlights the preference shown by the previous Government to the private operators, particularly M/s Reliance. He also seeks a meeting with the Hon. 24th   May 2004GS holds discussion regarding the posting orders of 25% Competitive quota. The management agrees with the Association demand that dislocation will be minimum. Orders expected to be released shortly.

24th   May 2004Discussions held on revision / amendments to local officiating orders. Positive note being put up to Director (HRD). In the meanwhile Gs addresses Director (HRD) giving strong signals for amendments to the orders.

24th   May 2004CHQ directs Circle Secretaries to issue notices for agitation in Circles where revised local officiating orders were implemented.

GS interacts with Director (HRD) on the damaging aspects of the revised orders on Officiating promotion. Director (HRD) agrees that the suggestions for modification on this order proposed by this Association will be given due and positive consideration. The Association also demanded that the present order should be kept in abeyance until necessary amendments are incorporated .

GS attends CEC of Chattisgarh Circle at Jagadalpur. The Open Session and Seminar on "Globalisation and Reforms in the Telecom Sector " organised in this connection was a colorful affair with huge gathering attending. GS Com.G.L.Jogi, TDM Bastar, DGM (Operations) Chattisgarh Circle, Dr.D.S.Bal Principal Govt. Engineering College Bastar, Shri.Chakraborthy Circle Secretary BSNL EU,  Com.D.K.Panda  Ex. All India President TEOA (I) etc. addressed the gathering.

21st   May 2004The posting orders of 25% Competitive quota for promotion of JTOs to SDEs may be delayed by another two days since Association is actively interacting with the Management to reduce to the maximum extent possible the dislocation of the promoted officers outside their home Circles.

KERALA NEWS19th    May 2004As demanded by our Association CGMT Kerala Circle issues letter to SSA heads to intimate option (any three in the order of preference) of the officiating officers with in three days. SSA secretaries may ensure that the options are submitted to the Circle office in time so that re-officiating orders can be issued to the officers as per the new option with least delay.

18th    May 2004Slight delay has been experienced in issuing the final orders on inter-circle transfers and posting of 25% Competitive quota especially due to inclusion of some left out cases in inter-circle request transfers. However both orders are expected to be released before Friday (21-05-2004).Association is pursuing.

KERALA NEWS14th    May 2004Large gathering assembled at Hotel Cochin Towers, Ernakulam to felicitate Shri.S.L.Winston former  CGM Kerala Circle and Advisor (Production) retired, Com. K.Sivasankaran DGM superannuating on 31-05-2004, Shri.I.A.Rajan, SDE superannuating on 31-05-2004 and Com.V.K.Raghavan superannuated on 31-03-2004. Com.K.D.Sebastian Circle President, Com.K.Sebastin Circle Secretary, CWC Member Com.K.A.Alias, Area Secretary (Central) Shri.P.Krishnamohan, District President Com T.K.Vijayan, District Secretary Com. George Varghese addressed the meeting. Shri. S.L.Winston in his address lauded the dynamic leaderships of the office bearers at the CHQ and Circle level. He also fondly remembered his association with the SNEA from its very insertion at Kaniyakumari on 9th  April 2003. He congratulated the Association for working out a huge membership in a short span of time and also the very positive role played by it in all spheres of BSNL policies  and activities.

13th    May 2004 Due to the strongest intervention of the Association all pending inter-circle transfers (numbering 182) have been approved. Orders will be issued by Tuesday (18-05-2004)

12th    May 2004GS addresses Director(HRD) - Need to retain basic features of time bound promotion policy as well as accomplish total parity between various wings like Telecom., Civil, Electrical, Finance, Architecture, TFs, CSS etc - Time bound promotion takes place necessarily to the functional scale and not to any other intermediate scale - Broad parameters of which like time span between 4-6 years, time bound promotion from JTO up to SG/JAG etc. have already been finalized not only by BSNL Management but by DOT also - Parity in all aspects has not only to be vigorously pursued but has to be eventually accomplished in the greater interest of the Company.(>>>>).

12th    May 2004GS addresses Director(HRD) on unwarranted fear psychosis created by some CGMs in the name of implementing policy of Rotational Transfers – case of AP Telecom. Circle.(>>>>).

KERALA NEWS 11th    May 2004

The Association leaders held discussions with CGMT Kerala Circle with special reference to the following important points.

(1) Revised Officiating orders. (a) Association requested not to resort to the implementation of the revised orders until the officiating term as per the present order expired , even there after the likelihood of the orders getting once again amended by the pressure of the Association may also be considered and awaited. Even in cases where there is a necessity for orders to be put into effect option of the officers may be called for.

(b) Association requested CGMT to consider three remote SSAs of Malappuram, Palaghat and Kannur in to a special category and officiating arrangements carried out in accordance with the pre-revised arrangements. CGMT agreed in principle and promised that he will try to get the concurrence from the Corporate Office.

(2) Officiating in JAG.  The Association requested all posts( 6 No.s) becoming vacant on retirement on 31st May 2004 may be filled up by Officiating arrangements. CGM responded very positively and promised immediate appropriate action.

(3) Officiating in STS.  Association appraised the CGM about the norm based posts expected to be cleared by Corporate Office within two or three days as well as the man month posts on cable construction that could be sanctioned by the CGM and requested that all the 73 Batch may be fully cleared.CGM responded very positively and promised immediate appropriate action.

(4) Considering the request transfers at various levels during new posting were also requested and agreed to.

7th& 8th    May 2004Association holds elaborate and intense discussions (on 7th & 8th May 2004) with Sr.DDG(Per) and Jt.DDG (Per) on revision of orders regarding the local officiating procedures issued recently. Association demands total revamp based on our letter ( SNEA(I)/ Director (HRD)/13/5-04 Dated 5th May.04.>>>). The discussion was very positive and will be soon moving up with proper notes.

7th   May 2004 Association presses for immediate release of posting orders of 25% Competitive Quota promotion to SDEs. Management agrees to expedite. Orders expected in a weeks time

7th   May 2004 GS discusses the issue of Time Bound Promotion with DDG (E). A strong note with vital points like no lateral induction at any stage in the Executive Cadre, direct promotion of SDEs to DEs etc will be included in the note for incorporation in the terms of reference of the Committee proposed.

6th   May 2004GS addresses BSNL Admn. -  take very prompt and decisive action aimed at issuing the request transfers of TES Gp'B' as well as posting orders of 1587 JTOs consequent on their promotion to TES Gp'B'.>>>>

News on 6th   May 2004The file for the option to continue in CDA scale till next promotion /retirement is moving with positive note to DDG (EF).

Following inclusions have been incorporated in the Provisional All India Eligibility List of JTOs (1) JTOs from HP Circle  -  Full  (2) JTOs from MTNL Mumbai  -  1991 and 1992 (3) JTOs from Madhya Pradesh  - 1991, 1992,1993.

The case of candidates provisionally admitted for 25% Competitive Quota Exam (ASTTs of Kerala and Orissa Circle) has been finalised  positively. Their results will be declared very shortly.

6th   May 2004General Secretary takes strong protest against the revised procedure in Local Officiating promotions. He addresses Director (HRD) in the most serious language to be more practical and pragmatic.>>>>

4th   May 2004  The Association take a very stern stand against the covert attitude of the Management in pushing through the new officiating procedures and purposefully failing to act hastily in processing DPCs for promotion  of JTOs to SDEs and SDEs to DEs, indecisive stand in the creation of norm based STS posts etc. Comrades urged to prepare themseves for organisational actions if needed.

Himachal Pradesh CEC held on a grand note on 30th April 2004 at Solan . GS Com.G.L.Jogi, GMD  Solan etc. addressed the huge gathering.

1 st   Apr 2004STS posts of Kerala and Punjab have been cleared by and large by BSNL Finance after imposing certain cuts. The cases of other Circles are being handled by BSNL Finance at present - Tamilnadu , Uttaranchal etc. leads the list of Circles under process. Definite action taken by the Association paves the way for a change in attitude of the BSNL Finance.

1 st   Apr 2004Association to take up the payment of  Instructional Allowance (Training Allowance) at percentage rates on IDA payscales. Confusion created in some quarters will be strongly dealt by the Association.

KERALA NEWS25th   Mar 2004 Reversion of officiating STS/JAG stalled. Circle leaders impressed upon the CGM the impact and after effect of the reversion of any kind in the circle which is already lagging behind other Circles in Officiating promotions. The CGM was very considerate and positive and directed DGM (Admn) on the spot to stall the reversion process and examine all types of man month posts that can be sanctioned. The case of number of systems  STM 16, STM 4, ADM 16, ADM 4 etc. was brought to the notice of CGM and CGM agreed on the spot that all man month posts pending on this account will be sanctioned based on the standards available for STM 4. During the meeting CGM spoke to Director (Finance) Shri. S.D.Saxena over the Phone and he agreed to clear the Kerala files already available with him . Our CHQ is exerting further pressure to release the sanction without delay.
