JUNE 2003 EVENTS
| GS spoke to Director (HRD) inviting his attention to the importance of Latur issue. The Dir (HRD) in turn instructed CGM , Maharastra Shri. Bharadwaj to take immediate necessary action by holding a detailed and thorough enquiry immediately. Accordingly DGM (Admn) was deputed to Latur for conducting the enquiry as decided by Dir (HRD). The DGM (Admn) has made a thorough and detailed enquiry and expected to submit to the CGM tomorrow. The Circle Secretary MH is also at LAtur to persue the case on instruction from the GS. GS also had adiscussion with CGM MH who promised positive and definite action immediately. |

| The staunch agitation held by our Latur Comrades forces the GM Latur to held talk with them. He has agreed to all the points raised by us. However the settlement will be reached only after the GM's commitment in writing. |
| The Presidential directive required for the clearance of BSNL Executives payscales is nothing new but mandatory in the case of all Non-Navaratna status PSUs particularly when the payscales deviates from the Mohan Committee recommendations as is in the case of BSNL. According to the information given by the Sr.DDG (SU) to our GS the payscale file has moved hand to hand from Sr.DDG(SU), DOT to Member (Ser) to Chairman Telecom Commission and the Chairman Telecom Commission has cleared it and handed over to the PS to the Hon. Minister of Commn & IT .Hon. Minister of Commn & IT is the authority to issue Presidential Directive for his ministry and it need not go to His Excellency the President. The Minister is likely to see the file and clear it as soon as he comes back to Delhi on Thursday or Friday. |

In this connection please remember that a lot of confusion and misinformations has been raked up to claim the involvement of certain Association which stated that the orders will be issued only on 30-06-2003 when the orders had already issued on 27-06-2003 as announced by us. Similarly misinformation and half truths are being fed continuously on the clearance of the pay scales. |

Our
representatives met the PS to the Hon. Minister of Commn &IT to
discuss with him further about the upgradation of JAG posts which would
greatly harm our members. The PS to the Minister expressed surprise over
the high handed move of the BSNL Board. He also promised that he would
bring it to the notice of the Hon. Minister who was definite to take
a very serious view of the matter and cause redressal. The Assn pursue the
matter at all levels. |

| 26-06-2003 at 16.40Hrs.:The file was not send by the DPE to the DOT as promised. At the instance of our GS Sh.Ashok Rao Secretary General Confederation of PSU Executives spoke to Dr.Banerjee of DPE at 16.30 Hrs. Then Our GS went to the DPE accompanied by an officer from the DOT and brought the file released at 16.35 Hrs. from the DPE. The cleared file has reached the DOT. Our GS is waiting at the DOT to hasten the release of the orders. We are expecting the release by around 5.15 p.m today. |
| GS and Jt.Secreatry (E) met Sr.DDG (SU) DOT in connection with the clearance of BSNL Executives payscale. In their presence Sr.DDG telephoned the Jt.Secreatry DPE Dr.Banerjee who informed that the file would reach the DOT by around 11 am tomorrow the 26th June 2003. |

Order No.1-1/2003-TE.I(i) dated 13th June2003) issued for surrendering
162 JAG level posts and creating
162 SAG level posts(123 ITS posts in Telecom wing, 21 in Civil wing, 4 in
P&T Accounts Finance wing, 9 in Electrical wing, 5 in
Architecture wing). This order is
issued to hijack the eligible JAG posts from our members. Association has
decided to protest this high handed order very strongly. Appropriate
action will commence as soon as our GS reaches back to New Delhi on 20th
June 2003.

Consequent on the massive agitation held by our Comrades of Punjab Circle on 2&3 June 2003 immediate orders have been issued by BSNL Corporate Office clarifying and amending the prevalent orders in regard to sanction of WLL service connections. The latest orders entitles all JTOs, SDEs, DEs for WLL-M service connections on select basis to be decided by the CGMs of the respective circles. rectt. JTOs (and SC/ST up to 1996) as per BSNL Corporate Office directives
at the earliest. Ø
Sanction, creation and filling
up of SDE vacancies by promoting JTOs. Ø
Completing DPC for the 1973
rectts and promoting them to Officiating DEs without delay Ø
Filling up of JAG vacancies
– all regular and man month posts. Ø
Objection raised against the
conduct of DPC for promoting Adhoc DEs to officiating JAGs violating the
existing procedures. Ø
Protest against transfer of
Offtg officers in certain SSAs of the Circle - CGMT requested to issue
general instructions. Ø
Finalisation of the list of
Hospitals for the implementation of BSNL Medical Reimbursement Scheme at
the earliest. The response of the CGMT on all the above items were very frank and positive. The Association leaders remembered with gratitude the earnest and quick decision taken by the CGMT for ordering reofficiating of 63 reverted officiating DEs immediately after announcing the decision at the open house at Kottayam in the Circle Conference. | General Secretary Com.G.L.Jogi along with Com.Manoj Dwivedi CS UP (E) had an extremely useful and positive discussions on payscales of Executives in BSNL with the Hon. Minister of HI & PE Shri. Subodh Mohite at 10 a.m on 5th June 2003.The Minister was categorical and positive in assuring us that he would accelerate the entire process. He also promised that he is directing his PS to pass on positive information on the subject to us on Monday 9th June 2003. We are extremely thankful to the Hon. | Kerala Circle conference, the first unified conference in India in session in Kottayam. Open session inaugurated by Shri. K.Suresh Kurup, Hon. MP on 28th May 2003, addrressed by Shri. S.L Winston, CGMT Kerala, Com. W. Seshagiri Rao, COm. G.L Jogi and other dignitaries. Suresh Kurup attacked the unscrupulous disinvestment policy of the Government. He appreciated and applauded the bold initiatives taken by the SNEA(I) against this policy. He was paritcularly appreciative of the solidarity and support to the strike led by National Trade Union Movement on 21st May 2003. Shri. S.L. Winston announced that promotion orders for the 63 reverted DEs are being issued on the case taken up by our Association. Orders for JAG would also be released immediately. He promised to looked into other grievances raised by us positively. He congratulated the associations for unifying into a single association for the executives (Promotion orders of 63 reverted officers as promised by CGMT issued in the evening of 28th may 2003. Order No. ST III/4-25/STS Offtg/2993 dated 28-05-2003). New Circle body of SNEA(I), Kerala Circle, elected unanimously in the afternoon session. Com. K.D. Sebastian is President and Com. K.
