The
payment of Rs.2000/- offered by the BSNL Management on 14
th Jan 2002 on condition that we sign the option papers
without being informed of the payscales, fitment
formula and promotional avenues etc. and
after acceptance of such option by competent authority , which
move has been whole heartedly accepted,
supported and abetted by TESA / CCC
has been totally devastated by the firm stand taken by the ENC.
The payment is now available to each and every officer with out
signing any option form or submitting himself to any condition
that would affect the pay scales or other terms and conditions--
A major victory for the brave members who resisted every
pressure to sign on the dotted lines created by the slavish
organistions.

Demand
for the payment of adhoc amount to all irrespective of the
optees raised by the GS BSNL EA (ref. memorandum submitted to
CMD BSNL page 3 of BSNL EA(2)CHQ/Circular dt.12-4-2002)accepted in principle by the
BSNL management due to the firm stand taken by the ENC for
extending the adhoc payment if any to the officers in BSNL
unconditionally. The demand

Release of payment adjustable against arrears receivable on
IDA Scales as was agreed to be paid to the optees in BSNL w e f
01.10.2000 - While calling of option on 14.01.2002 from the Group B Officers
for their absorption in BSNL, it was agreed by the Management to
uniformly pay the optees @ Rs. 2000 per month w e f 1.10.2000
adjustable against the arrears to be paid in IDA Scales.
Moreover, the proposed pay scales have ensured a minimum
difference of Rs 3000 per month for the Executives in BSNL.
Since the process of absorption has already been delayed, the
payment may be released to the Officers immediately "
raised by TESA / CCC in their notice for agitation letter
No.CC/CORR/03/1 dated 30-01-2003 to restrict the adhoc payment
only to the optees (leaving out even many in their fold) totally
foiled due to the timely and bold steps taken by the ENC. All
the demands raised by TESA / CCC totally rejected by the BSNL
management in the letter addressed to the Convener CCC on 17-02-2003 itself.
However members may kindly note that our main issue namely
approval of IDA payscales and absorption immediately cannot
be allowed to be diluted under any circumstances or temptation. |

Negotiating Council
serves notice for Trade Union actions (A) Complete and
expeditious settlement of IDA
payscales for Executives in MTNL and in total conformity with
what has been approved by the BSNL/MTNL management and concurred
to by the DOT establishment so as to facilitate absorption in
BSNL/MTNL at the earliest, without any further delay,
whatsoever. (2) Payment of pension, under Govt. scheme for all
the officers opting for absorption in MTNL

Chairman Telecom Commission invites ENC for an
official meeting
On 13-02-2003 DDG (SR), DOT contacted
Com.V.K.Tomar to convey the Chairman TC's desire to hold a
meeting with the ENC to appraise them of all the developments in
regard to payscales and absorption. The ENC leaders informed
that since they had to attend a pre arranged meeting at Mumbai
(meeting of PSU Unions/Associations) they could not make themselves
available for the meeting proposed by the Chairman TC on
14/02/03. Thereupon the DDG(SR) requested the ENC to attend a
meeting today 13/02/03. Since the Chairman TC was extremely busy
with other engagements he directed the other senior officers to
convey his views to the ENC leaders. The meeting was attended by
senior officers including DDG (SR), Dir (SR), and ADG (SR). The
officers on the official side were extremely apologetic for any
delay on the part of the Telecom Commission to convey the
updates of the payscale developments to the ENC. The Chairman TC
had directed them to convey the following
(1)He upholds each and every commitment made
by him to the ENC during his negotiation with them on
31-10-2002. (2)There would be no dilution whatsoever on
any points agreed upon. (3) The Telecom Commission is keenly pursuing
the payscales issue with the DPE with all earnestness.(4) Every
effort is being taken to minimise the delay in finalisation of
the payscales. (5) He conveys his great appreciation and sincere
thanks to ENC for the calm and balanced stand taken even in
spite of great provocation /delay in finalising the pay scales
unlike other people who ventured to make big noise to fish
in troubled waters and (6) best of all that the Hon. Minister
C&IT being seized of the matter had already written a DO
letter to Hon. Minister of Industries for settling the
matter immediately.

TESA
washed out in Gujarat. Amreli, Bhuj , Jamnagar SSA
branches of TESA disbanded with all members joining
BSNL EA. In Ahmedabad 390 out of 475 TESA members joined
BSNL EA(I). |
In
Maharastra , Nasik and Kolhapur SSA Branches of BSNL EA
formed on 7th Feb 2003. |
In West Bengal, Howrah six
(and not 29 as claimed by TESA) erstwhile NFTE members
joined TESA and in Siliguri only sixteen and not 33 as
claimed by TESA. |
On
behalf of the ENC Com .V.K.Tomar ,GS , MTNL EA had a telephonic
discussion with Shri.Vinod Vaish Chairman Telecom
Commission for about 15 minutes on the payscale issue of BSNL
and MTNL. Chairman informed him that the payscale of MTNL has
been finalised and sent to the concerned Minister for approval.
The payscales of BSNL is progressing with out any problems and
nearing finalisation. However Chairman T C stated that although
he expected the approval within a couple of weeks he could not
give any specific date. He also exhorted the Executives in BSNL/
MTNL to tone up their performance to meet the competitive
environment and aspirations of the customers.

Joint meeting of the service Unions/Associations in
the PSUs held for the first time in India under the leadership
of Shri. Ashok Rao, Secretary General Confederation of PSU
Executives and Com G.L.Jogi GS BSNL EA(I). Representatives from
Central Electricity Authority, All India Power Engineers'
Association, Bank Employees Federations/ Associations, General
Insurance, Life Insurance Corporation, HPCL, BPCL, ONGC, BSNL EU,
NFTE, BSNL EA(I) etc. participated in an excellently conducted
meeting. The meeting decided to join together and to form a
coordinating body to fight against the unscrupulous
disinvestment and privatisation. The Associations/ Unions will
be meeting again in Mumbai on 15th & 16th Feb 2003 to chalkout
further strategies and to form the coordinating body. |
